Dr. Euzobia M. Mugisha Baine is the Acting Director of the Gender Mainstreaming Directorate, Makerere University and on a joint appointment as a Lecturer in the East African School for Higher Education Studies and Development, College of Education & External Studies, Makerere University.

She holds a PhD from the University of Birmingham UK (2007), where her study focused on Gender and Teacher Education in Uganda; a Master of Arts in Gender, Women and Development from the Institute of Social Studies in the Netherlands (1998), a Bachelor of Arts in Social Sciences (Political Science & Sociology) from Makerere University (1994) and a Higher Diploma in Marketing from National College of Business Studies Nakawa (1993).

From May 2011 to December 2017, Dr. Euzobia Mugisha Baine served as the Manager in charge of Academic Affairs in the Quality Assurance Directorate (QAD), Makerere University. Before then, She worked as a Senior Assistant Registrar in charge of Policy and Welfare from 2008-2011 and an Assistant Registrar in charge of the Female Scholarship Initiative from 2001-2007 in the then Gender Mainstreaming Division (GMD) under the Academic Registrar’s Department. She joined Makerere University in February 2000 as an Assistant Registrar. Before joining Makerere University she worked as a Training Officer for Action for Development (ACFODE), a Ugandan women’s rights advocacy organization championing promotion of gender equality and equity in Uganda. 

Dr Euzobia Mugisha Baine is a gender, education and development specialist/practitioner and an academic with research interests in social justice; public policy; gender equality, equity & mainstreaming; social identities; higher education leadership, management, organizational culture & quality assurance.

In professional development, Dr. Euzobia Mugisha Baine is an Alumnus of the International Women’s Forum Leadership Training, African Social & Governance Research professional training in Advanced Research Design (focusing on Designing Social Inquiry, Multi-Method Research, Critical Policy-Engaged Research, Interpretive Methods and Ethnography, Comparative case study, social network analysis, and impact Evaluation) the Higher Education Resource Services South African-a higher education leadership Training for Women in African Universities.
